American Cancer Society Cancer Action Network
Carter Steger is the Vice President of State and Local Campaigns for the American Cancer Society Cancer Action Network (ACS CAN), bringing over 30 years of experience in public affairs and state and local health policy. A passionate advocate for cancer prevention and health equity, Carter leads the development and execution of ACS CAN’s nationwide state and local campaign strategy, supporting efforts to advance critical cancer-related policies.
Carter’s journey with the American Cancer Society began as a college volunteer. After completing her degree, she returned to ACS to help establish a government relations program focused on tobacco control. Her work contributed to a groundbreaking joint initiative between ACS and the National Cancer Institute (NCI), which promoted evidence-based policies such as tobacco taxes, smoke-free laws, and cessation funding.
In the late 1990s, Carter joined the national government relations team, helping to build a robust, nationwide advocacy infrastructure. Today, she continues to drive impactful campaigns and foster strategic partnerships that strengthen ACS CAN’s mission. She is especially proud of the dedicated team she leads—individuals who share her deep commitment to improving lives through policy change. She is also a member of ACS CAN’s Senior Leadership team.
